Reason: Atsuko is often at the center of trouble and she has an incredibly playful nature by default. And while overall she's a good gal who wants to do the right thing, when it comes to a friendly rivalry? She's not above some petty hijinx. Thus, the shapeshifting trickster Monster makes the most sense for her. Aside from that, Atsuko is going to be fairly devastated about not being able to do magic at all anymore, but Puca will give her a close approximation of some form of magic that she has the most talent and competency. It's not much, but it's something.

Personality:
Akko is the sort of person that is difficult to miss. She is willing to attempt friendship with just about anyone except maybe people who go out of their way to be a jerk, and even then? She will be the first person to set aside whatever long-standing grudge or rivalry might be there, clean the slate, and start fresh with friendship. This is likely because she tends to see the good in everyone even if it requires a little bit of work to identify or remember in the moment. But because she is so quick to identify the positives and strengths in other people, Akko is often an incredibly supportive friend. She is always there to hype people up and does whatever she can to help them reach their goals.Abilities & Skills:
The trouble is that sometimes in Akko's attempts to be helpful, she's a little thoughtless. Akko isn't the type of person to intentionally act in self-interest, but sometimes her actions have that as a consequence. And because she is not thinking about consequences, it usually needs to be pointed out to Akko the effect her actions are having on the people around her. It's at that point Akko tends to prove that she's actually a good friend with good intentions and just a bit of an airhead as she is quick to not make excuses, apologize, and course correct to the best of her ability.
It's this lack of observing consequences though that also tends to lead Akko to not think her actions through much at all. Akko is extremely reckless and extremely impulsive, and this lands her square in trouble's and/or danger's crosshairs. But because this tends to happen so often, Akko is actually quite a quick thinker. She tends to come up with clever solutions to problems that others don't always see because they are typically approaching things from a more methodical and/or pragmatic perspective than Akko.
Lastly, it would be remiss to talk about Akko and not talk about her dreams and her relationship with Chariot. Although at the beginning of the series, Akko wants desperately to be just like her idol, some of this is stemming from insecurities. While Akko's not the sort of person to be riddled with self-doubt, there is a degree to which she is secretly questioning her place at Luna Nova throughout the majority of the series. Given her difficulties with mastering magic and how quick some of the other students (and some of the professors) are to point out her laziness and frequent mistakes, it's understandable that Akko falters from time to time.
When Akko learns the truth of what Chariot did, it devastates her. To Akko, magic was always something fantastical, something capable of bringing people together and inspiring the good that lives within them. That it not only caused harm by was perpetrated by the witch she spent most of her life looking up to was a devastating blow to her and it only cements her belief that she was never meant to be anything more than what she feels like she already is.
But through the power of friendship, Akko comes to realize that even though Chariot did something terrible with her magic, her message was still true. It was something that Akko firmly believed in no matter what. This allows her to do as she always has: not give up and believe in the magic that's inside her heart. Even if the odds are stacked against her and her friends, Akko will always believe in the magic that lives inside them and all the good that it can do.
Magic: Despite coming from a mundane background, Atsuko does have the potential to be a talented witch! Her competency is still, however, questionable due to a combination of her own difficulties in sticking with studying (and not seeking out shortcuts) and the Dream Fuel Spirit draining a large portion of her magical capabilities. By the series' end, she seems to have a better grasp on metamorphosis magic, particularly the most basic transformation spell, compared to other schools of magic, but her other abilities appear to be finally returning to her with the world being saved, magic being restored, etc. The ability to work hard via studying is still a little questionable though.
